Proposed Car Wash at Platt and Vanowen
The owner of the property on the south-east corner of Platt Ave. and Vanowen has planned the development of a carwash on that property and appeared before the West Hills Neighborhood Council to review the proposal.
The proposal has met with opposition from many of the immediate homeowners. Bill Rose, Zoning and Planning Committee Chairman has met with both groups to facilitate a mutually acceptable resolution.
While the immediate residents remain opposed to the development of this plan, the Council Board voted in favor of the development with certain stipulations and modifications at the December meeting.

Oasis Arena Proposal
The Oasis Events Center is proposal for a new 10,000 seat sports and entertainment venue to be developed in the west San Fernando Valley by the Valley Sports Authority.
On October 11th 2006, Jeffrey Stordahl attended a Public Hearing held by the Woodland Hills Neighborhood Council. The hearing was to review a proposal by Mark Steele, president of the Valley Sports Authority. Several hundred people attended, including representatives of surrounding neighborhood councils.
The following is a summary of what was discussed by Mr Steele and the majority of stakeholders who made public comments:
• Traffic and increased congestion
• Introduction of a “bad element”, increased crime, and grafitti into the Woodland Hills area.
• Increased stress on the already fragile city infrastructure.
• Lack of interest for a sports arena when the area does not yet have a Performing Arts or Cultural Center.
The majority of people who completed public speaking cards and spoke to the audience were not in favor of the proposal. The Woodland Hills-Warner Center Neighborhood Council then narrowly rejected the proposal to build the arena by a vote of 9-8. Council members opposed to the arena said they did not have enough information about the project, including where it would be built, noting it was in a conceptual stage and that no traffic and other site impact studies had been done.

Recommendation of the WHNC Planning and Zoning Committee regarding the
Corporate Pointe matter to be voted on at next Wednesday's (12-3-08)
meeting.
It is the Planning & Zoning committee's recommendation to allow a
zone change from current A1 zone to M1-1-VL zoning allowing for 3
stories or 45 ft height above building slab with these "Q" conditions:
1. No machine shops, manufacturing or light industrial uses
2. No storage facilities of any kind, such as "Public Storage"
3. No service stations, auto repair, auto sales or car washes
4. Parking structure to be no higher than elevation of existing Heli-Pad
5. Par course to encompass entire campus
6. Existing storm sewer where proposed parking structure is to be built to be re-routed around new structure
[Yes] to approve the zone change as proposed herein (Tally of Yes votes to be posted)*
[No] to not allow the zone change from A1 to M-1-1-VL (Tally of No votes to be posted)*

WHNC Board Members Visit Santa Susana Field Lab (Posted November 14, 2008)
On Monday, November 10, 2008, a group of
WHNC Board Members were the guests of Boeing and NASA/DOE, the owners
and operators of the SANTA SUSANA FIELD LAB (SSFL).
We were given a Power Point Presentation describing the activities on
the site and both old and new efforts to mitigate the known residual
contamination of the site and its surrounding areas. Sixty (60) years
of rocket testing (utilizing Perchlorate as rocket fuel starter and
cleaning metal parts with various solvents, such as DiChloroEthane and
TriChloroEthylene) have left these elements in the soil and water on
and around the SSFL. Several decades of nuclear-base power generators
have left radiation and radio-Sodium (used as a coolant) at the site.
Recent findings of a plume of TCE just north of the SSFL, over 1,000
Perchlorate igniters near the North Entrance and radiation
contamination around the Area IV (nuclear) Burn Pit are causing a
flurry of remediation activity.
It appears to be Boeing's long term goal (and, hopefully, NASA/DOE as
well) to clean up the SSFL to healthful levels and then to turn the
property over to either a State or Local Recreation Area.

According to John Bianchi of Centex Homes, they have no plans to date
of developing the site until the market conditions in housing changes
and that can be two or three years away.
They are however moving forward with the city to be in a position to develop when that time comes.
I personally do not know the status of DTSC, and direct you to speak with Dr. Dan Wiseman in regards to this matter.

Corporate Pointe of West Hills, Trammell Crow Co. (Posted July 2, 2008)
Trammell Crow Company is working on their proposed ‘Q’ conditions in
house in preparing to meet with City Planning in August 2008. They
will be posting their proposed ‘Q’ conditions and possibly ‘line of
sight’ renderings on their website at www.CorporatePointeatWestHills.com in mid to late July 2008 for the public’s review.
There is a public hearing with Planning & Zoning in August 2008
that we do not have that date yet and the public will be able to be
heard at that meeting.
I tentatively feel we will be able to have West Hills Neighborhood Council recommendations and vote in September 2008.
I strongly suggest any and all folks visit Corporate Pointe at West Hills website to get an update as to Trammell Crow / MEPT's proposals.

Development at Fallbrook & Vanowen
On January 11, 2006 the West Hills Neighborhood Council received a request by Mr. Stephen Gregorchuk of Manasseh Building Group, Inc. to support a proposed development on the northeast corner of Fallbrook and Vanowen. This development requires a change in zoning to RAS4-1L from C4-IVL. The plans and paperwork submitted were discussed at length by the WHNC Board of Directors and the Stakeholders. By a vote of seven to six (there were nine absences or abstentions) the Board approved a plan for development with restrictions.
It should be noted that although there were many speakers against the project, there was not one who spoke in favor as the development has been proposed.
A letter regarding this issue and the Board's recommendation was sent to Councilman Dennis Zine on Monday, January 23, 2006. A copy of that letter can be viewed here.
Chaminade's request for tennis courts at Four Oaks Park
In December of 2005, Chaminade College Preparatory School made a presentation to the West Hills Neighborhood Council to request for a plan to build tennis courts at Four Oaks Park in West Hills. This park, located on Cohasset Street just across from Chaminade was originally dedicated circa 1990 to the City of Los Angeles as a passive park for use of families as a condition for the approval of the Villa Nueva housing complex at the corner of Cohasset and Woodlake. Mr. Jim Adams made the presentation for Chaminade.
On March 1, 2006, the item was again on the agenda at the regularly scheduled meeting of the West Hills Neighborhood Council, the Board of Directors voted unanimously to oppose the request of Chaminade to build six tennis courts on the open area of Four Oaks City Park. Chaminade later decided not to pursue the conversion of this location for tennis courts.
