After two years of delays, crews from the City of Los Angeles Department of Transportation installed signs limiting parking on Platt Avenue, Roscoe Boulevard and Valley Circle Boulevard in West Hills. The West Hills Neighborhood Council requested the signs in response to complaints that advertising vans, recreational vehicles and “for sale” vehicles were parked near residences. Ron Rubine, office director of City Councilmember Mitchell Englander’s staff, performed a crucial role in clearing bureaucratic obstacles that had stymied the project.
