*SB 79 On November 4, 2025 the City Council approved a Motion calling for a report by December 1 from the Department of City Planning & Department of Transportation on the potential impacts of Senate Bill 79. The Planning Department presented their report with options. File #25-1083
*L.A. City Charter Reform-Council File 25-0869. The Charter governs the structure and operation of City government. Charter Reform Commission website On January 8, 2026 the Board approved recommendations to be included in a CIS that was submitted to the Charter Reform Commission on March 10, 2026. WHNC Recommendations for City Charter Reforms On January 21, 2026 LANCC (Los Angeles Neighborhood Council Coalition) submitted their recommendations for Charter Reform.
*Woodlake Apartments Project- We were informed on January 20, 2026 that there is a recent change of ownership on the property. The site has been acquired by a developer with plans to build family affordable housing. WHNC and the Council office had the opportunity to meet with him to learn more about the project. More meetings are scheduled with WHNC and the developer in March. The plans are that he will be guest presenter at a future Zoning & Planning Committee meeting.
*Proposed Starbucks Drive-Thru Coffee Shop located at 23717 W. Victory Blvd. Case #ZA-2024-5222-CU2-ZBA. Project was approved and there was an appeal. March 9, 2026 Decison letter denied the appeal and sustained the Zoning Administrator's determination of October 21, 2025.
